This programme represented the foundation of modern cross-border cooperation, preparing border regions for European integration and sustainable development.<\/p>\n\n\n\n<p><strong>Eligible Area:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Romania:<\/strong> Suceava, Boto\u0219ani, Maramure\u0219, Satu Mare, and Tulcea counties.<\/li>\n\n\n\n<li><strong>Ukraine:<\/strong> Chernivtsi, Odesa, Ivano-Frankivsk, and Transcarpathia Oblasts.<\/li>\n<\/ul>\n\n\n\n\n\n\n\n\n\n<h4 class=\"wp-block-heading has-theme-0-color has-text-color has-link-color wp-elements-ea3d8c2f5e0e4c95e130c2c590d7747a\">Objectives<\/h4>\n\n\n\n\n\n\n\n\n\n<p><strong>General Objective:<\/strong> To improve cross-border integration between border regions, laying solid foundations for sustainable economic development.<\/p>\n\n\n\n<p><strong>Specific Objectives:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strengthening existing common values to initiate a new integrated cycle of sustainable development.<\/li>\n\n\n\n<li>Supporting development through key cross-border infrastructure projects.<\/li>\n\n\n\n<li>Developing cooperation to highlight the shared socio-cultural heritage, linked to local history and environment.<\/li>\n\n\n\n<li>Strengthening the operational capacity for cross-border cooperation.<\/li>\n<\/ul>\n\n\n\n\n\n\n\n\n\n<h4 class=\"wp-block-heading has-theme-0-color has-text-color has-link-color wp-elements-25e73b80a8bf03f375f7c6c347573726\">Priorit\u0103\u021bi \u0219i m\u0103suri de finan\u021bare<\/h4>\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n<p>The programme was structured around three strategic priorities that guided regional investments:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Priority 1: Promoting local socio-economic development<\/strong>\n<ul class=\"wp-block-list\">\n<li>Measure 1.1 \u2013 Tourism: Expanding and strengthening the tourism sector (rural, mountain, cultural, ecological) in high-potential areas such as Bucovina, Maramure\u0219, or the Danube Delta.<\/li>\n\n\n\n<li>Measure 1.2 \u2013 Economic Cooperation: Facilitating links between business environments and developing human resources to meet labor market challenges.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Priority 2: Integrated Infrastructure Systems<\/strong>\n<ul class=\"wp-block-list\">\n<li>Measure 2.1 \u2013 Transport and Border: Developing small-scale transport infrastructure and preparing plans for major interconnection projects.<\/li>\n\n\n\n<li>Measure 2.2 \u2013 Environment: Improving cross-border environmental management, including water and air quality monitoring and biodiversity protection.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Priority 3: &#8222;People to People&#8221; Actions<\/strong>\n<ul class=\"wp-block-list\">\n<li>Measure 3.1 \u2013 Joint Small Projects Fund (JSPF): Encouraging small-scale cooperation between communities, schools, NGOs, and local authorities to strengthen social and cultural relations.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n\n\n\n\n<h4 class=\"wp-block-heading has-theme-0-color has-text-color has-link-color wp-elements-35c00eb7caac60cb90952953c21403c8\">Financial information <\/h4>\n\n\n\n\n\n\n\n<p>The programme operated on a public co-financing mechanism, supported by the European Union and the Romanian Government:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Phare Support Rate:<\/strong> 75% of total public support.<\/li>\n\n\n\n<li><strong>Romanian Government Contribution:<\/strong> 25% of total public support.<\/li>\n\n\n\n<li><strong>Beneficiary Contribution:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Minimum 10% for investment and economic development projects.<\/li>\n\n\n\n<li>Minimum 5% for &#8222;People-to-People&#8221; projects.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n\n\n\n\n\n\n<h4 class=\"wp-block-heading has-theme-0-color has-text-color has-link-color wp-elements-8681fd2756eb60b5290ab2fdd39c6f7f\">Results<\/h4>\n\n\n\n\n\n\n\n<p>The implementation of the programme during the 2004-2006 period generated a major impact in the region, financing a total of 147 cross-border projects.
