
Joint Operational Programme Romania-Ukraine Republic of Moldova 2007-2013
Introduction and context
The Common Operational Programme (COP) 2007-2013 was funded by the European Union through European Neighbourhood and Partnership Instrument (ENPI). It continued the cooperation begun under previous neighbourhood programmes, with the main aim of creating an „area of prosperity and good neighbourliness” on the EU's external borders.
The programme managed a portfolio of 140 projects cross-border and trilateral, totalling €147.8 million, implemented through a strategic collaboration between BRCT Suceava and BRCT Iasi.
Programme Area:
- Romania: Suceava, Botoșani, Iași, Vaslui, Galați and Tulcea counties (plus Brăila county as adjacent area).
- Ukraine: Odessa and Chernivtsi oblasts (plus Ivano-Frankivsk, Vinnytsya oblasts and districts of Hmelnytsky and Ternopil as adjacent areas).
- Republic of Moldova: The whole country.
Programme period: 2007 – 2013.

Objectives
General Objective: Improving the economic, social and environmental situation in the programme area in the context of secure borders through joint cooperation actions.
Specific Objectives:
- Productivity and Competitiveness: Improving regions' economic performance by supporting business and transport infrastructure.
- Environment and Security: Identify common solutions to environmental problems and increase emergency response capacity.
- People-to-People Interaction: Promoting co-operation between local communities and civil society.
Priorities
The programme has been structured around three major priorities, each with dedicated measures:
Priority 1: Towards a more competitive frontier economy
- Measure 1.1: Improving the productivity and competitiveness of urban and rural regions (support for SMEs, agriculture, tourism).
- Measure 1.2: Cross-border initiatives in transport, border infrastructure and energy.
Priority 2: Environmental challenges and emergency preparedness
- Measure 2.1: Jointly address environmental issues, including waste and water management.
- Measure 2.2: Prevention and management of natural and technological disasters through common warning systems.
Priority 3: People to People co-operation„
- Measure 3.1: Support education, culture and sport through exchanges and joint events.
- Measure 3.2: Local governance and social development initiatives.
Financial information
The programme has benefited from a significant allocation from ENPI funds, plus co-funding from participating countries.
- Total Budget (EU Contribution - ENPI): 126.718.067 Euro.
- National Co-financing (minimum 10%): Around 14.079.785 Euro.
- Total Resources Programme: Plague €147 million.
Estimated budget distribution on priorities:
- Priority 1: ~35.4 million Euro (28%)
- Priority 2: ~45.6 million Euro (36%)
- Priority 3: ~32.9 million Euro (26%)
- Technical Assistance: ~12.6 million Euro (10%)
