
Joint Operational Programme Romania - Ukraine 2014-2020
Introduction and context
During the period 2014-2020, cross-border cooperation between Romania and Ukraine was financed through the European Neighbourhood Instrument (ENI). The programme aimed at developing a region of prosperity and good neighbourliness, achieved through cooperation actions for the benefit of both states.
The Romania-Ukraine Joint Operational Programme 2014-2020 supported a total of 66 projects, with a total value of 66.2 million euros.
The strategic investments made through these projects brought direct benefits to the communities in the border area through:
- Infrastructure: Rehabilitation of roads and modernisation of cross-border access routes.
- Health and Education: Modernisation and equipment of medical facilities, schools and partner universities.
- HeritageRestoration of major tourist attractions to increase the attractiveness of the region.
- Safety: Preparing authorities and the population for emergency situations through common equipment and intervention protocols.

Objectives
General ObjectiveThe European Neighbourhood Policy: Improving the economic and social potential of border areas and addressing common safety and security challenges.
Thematic Objectives:
- TO 1 - Support for education, research and innovation: Developing human capital and local research capacities.
- TO 2 - Promoting local culture and protecting heritage: Preserving the cultural and historical identity of the region.
- TO 3 - Improving the accessibility of regions: Modernising transport infrastructure and communication systems.
- TO 4 - Common safety and security challenges: Cooperation in the fields of health, emergencies and combating organised crime.

Priority 4 - Support for the development of health services and emergency management
Financial information
Financial resources have been allocated to ensure a visible impact in the partner regions:
- European Union Contribution (ENI): 60,000,000 Euro.
- National Co-financing (Romania and Ukraine): Minimum 10% of the EU contribution (approx. 6,000,000 Euro).
- Total value of the programme: Over 66,000,000 Euro.
